Elinor Ostrom was an American political economist who won the Nobel Prize in Economic Sciences in 2009 for her analysis of commons governance. Her pioneering research showed how communities can effectively manage shared resources through self-organizing institutions, fundamentally challenging the prevailing view that common-pool resources require either government regulation or privatization. She developed the Institutional Analysis and Development (IAD) framework and introduced the concept of polycentric governance, influencing multiple fields including political science, economics, ecology, and environmental policy.
